in Illinois we view waste as waste, (i will absolve some other states as they have far more progressive recycling programs in place) after it is used up it has no other use other than being disposed and sent to land fill (or pumped back into our water system) every state around us has mandatory deposits on bottles and aluminum cans why not aqui?
